If you liked the option "Reduce Motion" in iOS 7.0 to disable the Parallax effect (moving of the wallpaper as you move your phone) without disabling other animations, I know you are missing it in iOS 7.1. With the 7.1 update, activating "Reduce Motion" will not only turn off the Parallax effect, but also the zoom in/our of folders and apps and other effects.
Please note that this procedure reduces the Parallax Effect, but does not turn it off completely. You can still barely notice it when you move your phone, but it's a trade-off if you like to keep the other animations

- Tap on Settings
- Scroll down to find General settings and press on them
- Press on Accessibility
- Scroll down to find Reduce Motion and tap on it
- Make sure it is turned OFF
- Go back to General settings
- Tap on Wallpapers & Brightness
- Tap on you current wallpaper
- Press on Perspective Zoom to turn it off
- Press on Set
That's it! This will reduce the Parallax effect without turning off any of the animations.
